“Let the Patriarch diligently search into everything which the Metropolitans or the Bishops, who are under his authority, are doing in the place of their jurisdiction; and, finding any inconvenient thing, let him alter it, and order in its stead what he thinks better. For he is the Father of them all, and they are his children.
